Description (partial)

Symptom:
Forwarding DHCP renew (SRC port 68 and DST port 67) packets, WLC don't put any tag and forwards same without CMD header.  The traffic will instead get tagged by the switch port tag. While at same time other traffic (ICMP) is sent with proper tag.
