Symptom:
This is a bug to fix the discrepancy in data dtls support for 1850/1830 APs:
-Feature Matrix for Cisco Wave 2 APs states that data DTLS encryption is supported with 1830/1850 (18xx):

-WLC config guide says its not supported for 1850/1830:

- APs were tested and they do support software data DTLS encryption, however since it does software encryption this will lower the throughput performance on those APs after enabling Data DTLS encryption
