Description (partial)

Symptom:
System throughput/bandwidth level is throttled to 1mbps after 90 days with upgraded to .bin image of 16.10.1 release.

Expected behaviour
=============
The expected behaviour is that the bandwidth will be set to max (200G) with any .bin upgrade.  
There should not be any syslog messages related to licensing 

Observed Behaviour
=============
- Throughput is set to max (200G) as expected after upgrade .bin image of 16.10.1 release
- Generate the following warning message every 24 hours, which is not expected  
  
           *Dec  3 21:26:08.022: %VXE_THROUGHPUT-6-THROUGHPUT_LICENSE_GRACE_PERIOD_MSG: Grace period will expire in 89 days and system throughput will be set to default level, 1000kbps, on expiration so system performance can be severely impacted. Valid license must be installed to avoid throughput being throttled.

Dec  5 10:01:15.646: %VXE_THROUGHPUT-6-THROUGHPUT_LICENSE_GRACE_PERIOD_MSG: Grace period will expire in 88 days and system throughput will be set to default level, 1000kbps, on expiration so system performance can be severely impacted. Valid license must be installed to avoid throughput being throttled.

- Throughput level is being throttled to 1mbps after 90 days (use 'clock set' CLI to move clock forward) and which is again not expected.  
    show platform hardware throughput level 
     The current throughput level is 1000 kb/s

Conditions:
Upgraded to .bin image of 16.10.1 release.
