Description (partial)

Symptom:
Using different port speeds on port pairs causes the even number port always goes hardware disabled.

eth 1/1 as 40g and 1/2 as 10.

Conditions:
When using different speeds on port pairs on the 93180LC-EX then the even number port will always be hw-disabled. This happens before any configuration is applied to the ports in ACI.
