Description (partial)

Symptom:
When attempting to manage a VSM from VSUM, the task fails stating the below:

Operation requires a user with administrator privileges. User domain/username does not have the required privileges

You can log into the VSM directly while using the same credentials

Locally defined user in VSM is able to manage the VSM from VSUM, if VSM is removed from RADIUS server

Conditions:
VSUM 2.1.1 while using RADIUS for authentication
