Cisco Bug: CSCvj11620 - User needs an account for each timezone to book on behalf of users in different timezones

Symptom: When a user logins to the TMS portal in timezone A and Navigates to Booking > New Conference and books meetings for endpoints and users in a different timezone i.e. timezone B then the conference is booked to start based on the logged in users timezone which made the conference on behalf of the other timezone. Currently, if there is a user account that the admin can login too which is in the different timezone than his own account then he can book on behalf of users and endpoints from the other timezone. This is not intuitive to the administrator. The enhancement request was made so that you can navigate, in the TMS portal, to Booking > New Conference add users and participants then make your time date type of conference etc. But, the time zone listed is static. We perpose that the timezone on this page be a drop down and the person booking on behalf of the other timezone can change the timezone their instead of having to login with a different user for each different timezone. Conditions: User in timezone EST tried to book meeting for users and endpoints in China timezone and the meeting starts in EST not China time because the user which logged into the portal was configured for EST.
