Description (partial)

Symptom:
1. The NonVoice Subsystem of the UCCX Engine will show Partial Service
2. Finesse agents will see "Chat and email temporarily down due to outages"

Conditions:
UCCX and SocialMiner are rebooted at the same time, or SocialMiner is down while the UCCX is rebooted
