Description (partial)

Symptom:
STEPS : 

1.	From Netconf client configure the state-control-route with different vrf and different tag
2.	Configure the state-control-route <XXXX>/X  with VRF_X and tag X
3.	Configure the same state-control-route <XXXX>/X  with VRF_Y and tag Y
4.	Now using ?xc:operation="delete"  delete the route entry :  <XXXX>/X  with VRF_X and tag X
5.	Both the Route entry gets deleted

Conditions:

3.	Configure the same state-control-route <XXXX>/X  with VRF_Y and tag Y

5.	Both the Route entry gets deleted
