Cisco Bug: CSCvj10306 - LTLs not deallocated in IM for broken out port after a no breakout is done on that port

Description (partial)

Symptom:
SUP bound packets are dropped after breakout and no breakout of a port followed by switchover or module insertion or moving ports to a vdc. Packets will be dropped for the newly added ports and not for the broken out ports.

Conditions:
1. Breakout a port.
2. No breakout the port.
3. Insertion of LC, allocating new interface to a vdc.
4. Switchover.
5. for the newly inserted ports there could be a packet drop when corresponding vdc value is overwritten with zero for a reused LTL.


Affected port should map to vdc "0" in the following output.
