Description (partial)

In scale setup of around 200 IPV6 BGP peers with total 500k prefixes, there's slow BGP convergence. Especially, when peers withdraw BGP routes, ASR1K cannot send out UPDATEs to peers quick enough and Out-Queues are built up. As a result, there will be BGP sessions flapped.

The issue is seen only when each BGP neighbor is configured with 'ha-mode sso'
