Description (partial)

Symptom:
When you run a utils ctl update or utils ctl reset command, in some nodes of the cluster, the CTL file does not get updated.

Conditions:
The affected nodes in the cluster, have IP addresses that overlap the IP address of the Publisher.

E.g: 
- PUBLISHER
  10.1.1.1
- SUBSCRIBERS
 -10.1.1.12   << overlaps
 -10.1.1.102  << overlaps
 -10.1.1.20   << doesn't overlap
