Description (partial)

Symptom:
When user session is in quiet mode and event from buffer flush is received for that session, Cisco XCP Router service will send probe presence to the session although it is still is quiet mode. This causes unnecessary memory consumption.

Conditions:
It happens if MDM is enabled, client is in quiet mode and IM is received by the user.
