Description (partial)

Symptom:
Wireless client has lower speed for download, compared to upload.
The reason for this is that the client is transmitting at 802.11 MCS 15, but the AP does transmit higher than MCS 7.

Conditions:
The problem is because the client associates with 802.11n PS Static mode (in assoc req), then sends an action frame to change the PS mode to Dynamic just after the assoc response. Nevertheless the action frame may not be taken into account by the AP because of some reasons. So far we have seen these two reasons:
1 - The action frame is sent after assoc response, but before the Dot1X process completes --> the AP discards
2 - The action frame is sent before the AP in flex local-sw, before the AP gets the client entry from the WLC --> the AP discards
