Cisco Bug: CSCvj06211 - unable to downgrade the codec from CE 9.2.3 to CE 8.3.4 via CUCM

Description (partial)

Symptom:
when upgrade all the EP via CUCM from CE 8.3.4 to CE 9.2.3 , by uploaded the new COP File on the CUCM, and keep the device default to CE Version to 8.3.4 (to upgrade only specific devices)
 and set the device load to the new CE9.2.3 PAK file and rebooted them. All EP upgraded successfully ,
After deleting the device load information and made again a reboot.
Devices still runs on CE9.2.3 .. Downgrade didn't start, 

downgrade the EP's again to CE 8.3.4 via CUCM fail every time.

Conditions:
if you upgrade the endpoint (SX20,mx200 G2) from CE8.3.4 to CE9.2.3,and keep the device default to CE Version to 8.3.4 (to upgrade only specific devices)
 and set the device load to the new CE9.2.3 PAK file and rebooted them. All EP upgraded successfully ,
After deleting the device load information and made again a reboot.
Devices still runs on CE9.2.3 .. Downgrade doesn't start,
