Description (partial)

Symptom:
All the ERP jobs in TES having connection with critical ERP database were impacted as the ICM was down.  TES had following error reported -
 
Error:
healthCheck: Concurrent Manager: Internal Manager is not running on connection:
 connect: Health Check failed for OracleApps
 
When we requested DBA to bounce ICM, they did bounce however, came back saying it is not required to have this kind of dependency with ICM. (refer below email trail)
They have shared Oracle documentation that explains no dependency with ICM for scheduling/running a request (refer attached email).

Conditions:
Oracle jobs not executing when OCM is down
