Cisco Bug: CSCvj04915 - Delayed start of TMS scheduled meetings with a large number of CMS coSpaces

Symptom: When TMS scheduled conferences with CMS, TMS has private cospaces already created on the CMS, when TMS instructs CMS to unlock (remove private flag) from the CO-space CMS will take an extraordinarily amount of time to unlock space. 3x CMS VM's version 2.2.8 (as well as 2.3.2) clustered. 8cpus / 8gb of ram each. 1 TMS node running 15.6.1 10g network connections VM's hosted on SSD All devices resided on the same subnet. 1. Recreated the issue in lab with a small db of 25 spaces and a large db of 20,000 spaces. 2. Scheduled 20 conferences to kick off on Small database found 2 second delay of conference creation. 3. Scheduled 50 conferences to kick off on Large Database, found 10-15 second delays. Conditions: 20+ conferences being scheduled to kick off at the same time.
