Description (partial)

Symptom:
If a customer has a dial-plan to use 9 as an outside access code, after pressing 9, they should get a secondary dial-tone.
Its available on CME and CUCM
on SIp-CME, dial-plan config is used to achieve this.
However, this feature is not yet available on BE4000

Conditions:
BE4000
Using a digit to dial outside like 8 or 9
