Description (partial)

Symptom:
Snmpwalk fails if we reach CPU MIBs when CPU utilization is over 100%.

The following Errors is seen in snmpwalk:
[root@bdsol-enfv1-jumphost ~]# snmpwalk -v 2c -c test 192.168.0.21 1 | grep 12345
Error in packet.
Reason: (genError) A general failure occured
Failed object: SNMPv2-SMI::enterprises.9.9.109.1.1.1.1.2.12345

Conditions:
The problem is happening just if any CPU utilization (1min, 5min, 15min) is over the 1.0, 

example of CPU utilization which causes problem (see 1min utilization)
