Cisco Bug: CSCvi96744 - cBR8 - Re-add 8,32,64 qam modulations in cable modulation profiles for station and initial IUCs

Description (partial)

cBR8 running 16.8.1 does not accept Modulation-Profiles for Station or Initial IUC with Modulation 8,32 or 64QAM anymore, causing some modulation profiles to be incomplete when booting from an earlier release to 16.8.1.

The following message would be seen in the logs after booting into 16.8.1

    %The primary Modulation Profile is empty or not ready

The removed commands are: 

cable modulation-profile <x> atdma station  <x> <x> <x><x> 64qam
cable modulation-profile <x> atdma station  <x> <x> <x><x> 8qam
cable modulation-profile <x> atdma station  <x> <x> <x><x> 32qam

cable modulation-profile <x> atdma initial  <x> <x> <x><x> 64qam
cable modulation-profile <x> atdma initial  <x> <x> <x><x> 8qam
cable modulation-profile <x> atdma initial  <x> <x> <x><x> 32qam

This will cause any upstream channel using those modulation profiles to be down until the modulation profile is reconfigured using the workaround below
