Description (partial)

In some rare cases, an ASA may get stuck in a state where it does not properly consume smart licenses even when the device is properly registered and authorized with Cisco Smart Software Manager.  If the affected unit is the active unit in an HA failover pair, this will result in the standby unit not replicating the proper entitlements which can lead to issues such as context creation and other add-on feature entitlements that may be enabled.

Note that the devices MUST be able to reach CSSM in order to register and obtain authorization from Cisco Smart Software Manager.

1.  This has been observed on an ASA application running 9.8.2 on Firepower 2100 platforms but may affect other versions/platforms as well.
