Symptom:
New feature request

Conditions:
PSM to support the following protection mode: revertive, relative.

1) for revertive mode, support switch-hysteresis and switch-timer
Revertive mode: Working is the active path and due to the fiber cut or some other Issue, gets switched to the Protected path, after repair will it switch back to working and vice-versa.
Switch hysteresis: The delta in 0.01 dB between the primary-switch-threshold
        and the signal received before initiating a reversion in
        order to prevent toggling between ports when an input
        signal is very close to threshold.";

2)for relative mode, support relative switch threshold

 In relative mode, a relative-switch-threshold will be set. And the PSM will switch to whichever port that is receiving a better signal by the "relative-threshold" dB.
