Description (partial)

Symptom:
This resmgr 14537 log appeared in the PGW  for a 30 minute time period filling up the SYSLOGS.

The log is due to the reason that the max speed of cpbond0 is populated with a wrong value.  Usually the max speed of the interface is being filled up using the ethtool.  In this case, it is not returning any speed for cpbond0 and so a default value of 1 Gbps is assumed for it.  So a event log is raised at 80% of the 1 Gbps value.

The cpbond interface is a 10 Gbps link in ASR5500.
