Description (partial)

Symptom:
Adding the Ascom Phone works from the Subscriber > Phone menu, but it fails if you add it via selecting Subscriber first and then trying to add the Phone to the Subscriber.

This transaction works.: Create Subscriber Phone
This fails: Addphone Subscriber

Seems like we need to add the check of PREEMPTION_DISABLED_ENDPOINTS into that workflow.

From the code, SubscriberPhoneAdd is the one that works
i.e. that PWF actually has a check to see if the device is in the list created by:
"macro": "{# fn.split CTI Remote Device/Cisco TelePresence IX5000/Ascom IP-DECT Device,/ #}",
the other PWFs don't mention it.

This is the condition used by SubscriberPhoneAdd to apply a disable Preemption CFT:
                            {
                                "conditions": [
                                    {
                                        "condition": "{{ fn.list_contain input.product, macro.PREEMPTION_DISABLED_ENDPOINTS }}"
                                    }
                                ],
                                "template": "Phone_Preemption_Disabled"
                            }
