Description (partial)

Symptom:
After upgrade from 7.0(3)I4(2)->7.0(3)I4(7) just a couple of FEX ports config was lost.
Some port configs was retained without any issue.

Example:

Before upgrade

Conditions:
Upgrade from 7.0(3)I4(2) to 7.0(3)I4(7).
