Symptom:
UCCE 11.6

Agent1 stuck in OnHold state after Blind Transfer

Conditions:
1.	Agent1 receives the inbound call
2.	Agent1 initiates the consult call to OOP phone (through route pattern configured in CUCM SIP trunk)
3.	Agent1 completes the conference
4.	OOP phone disconnects the call
5.	Agent1 initiates the SST to Agent2 extension
6.	Caller disconnects the call
7.     Agent1 stays in OnHold state untill Agent2 drops the call
