Description (partial)

Symptom:
Sometimes, some modems on more than 1000 CMTSs in the network, are stuck in expire(pt).
It was never possible to collect debugs just before issue happens. 
Debugs were always collected only after the issue, which was not enough to determine the RC.

BU also introduced new debugs in SCJ to try to catch more logs even after the issue, but so far, those debugs were not useful.
BU will work on new debugs and will introduce them in a future release.
This DDTS is to track the issue.

Conditions:
Issue was happening on different IOS versions. Latest one is SCJ4.
