Description (partial)

Symptom:
There are multiple defunct ipmgr processes on the system.

Conditions:
When there is a fault on the mgmt route nexthop (IPv4Nexthop object) that does not get cleared, the IPMGR process will try to install a default gateway using a child process. A retry is made every 30 seconds for the fault that is raised, causing a new child process to spawned.
