Description (partial)

Symptom:
Customer is receiving "PD Error" on Personal Directory when user's credential policy default has "User Must Change at Next Login" enabled.

Extension mobility login works fine when user's credential policy default has "User Must Change at Next Login" enabled.

Below document should specify that having users won't be able to change PIN using Personal Directory service:

Conditions:
Seems like the phone page that opens when you click on the Personal Directory does not have the capability for the Reset PIN prompt.

The Reset PIN on next Login option was meant to be used with Extension Mobility Login.

If you try to login to extension mobility with one of the users that you have " PIN to be changed at next login" enabled, then it will give you a prompt of PIN reset and you will be able to reset the PIN.

After the PIN reset from EM or unchecking "User Must Change at Next Login", you will be able to use the PD without any issues.
