Description (partial)

BFD  HW offload  + ISIS between directly connected  (Tomahawk)  and third party/Typhoon constantly flapping
It's observed that whenever the Link Flap between two devices, BFD took quite longer to come-up (hours in one particular setup) and in between it toggles the ISIS Adj.

BFD  HW offload  is enabled  
Tomahawk on one side, Typhoon(or the other third party device) is  a neigbour
In some cases   BFD  HW offload+Tomahawk is stable between devices or BFD took quite longer to come-up (hours in one particular setup)
