Description (partial)

Symptom:
BGP allocates per-prefix labels for CE prefixes configured with per-ce label mode.
Additionally %ROUTING-BGP-3-ERR_ALM_ONE_LABEL and %ROUTING-MPLS_LSD-6-ERR_LBL_OOR
may be seen in the console logs and the router may enter Label Out-Of-Resource state.

Conditions:
A nexthop associated with CE prefixes either flaps or changes its
resolution information.
