Symptom:
This is affecting the LDAP sync user, not local user

a customer with a single site, who based on the Quick Add Subscriber group is trying to use different voicemail templates configured in Unity.

On the Site defaults, they have the standard voicemailusertemplate set

Inside the Configuration Templates applied to the QAG, they are using the Template Alias field to try to override the Site Default

However when running the QAG, the system refuses to use anything but what's in the site default.

Below is the JSON. What you'll see is that the templateAlias here is set to UserTemplate, however when running the QAG, it still uses the site default.
have a couple different QAG's specific to this site; each one has their own CUC User Template in it, each with it's own Voicemail Template applied. The only reason have the voicemailusertemplate specified on the Site Defaults is because the QAG fails without it. In reality, wouldn't even set that on the Site Default because the real template it's supposed to use should always come of the CUC User CFT associated to the QAG they've selected
