Description (partial)

Symptom:
Activation failure when changing an active ABR channel on vDCM with the message: 'VSM could not handle exception thrown in method: perform.'

Conditions:
The settings that VSM initially configured  on vDCM was removed.  Either by manuallyactions on the vDCM rest-api, or through a cold reboot.
