Description (partial)

Symptom:
For all AP models, when change the country code on CLI, it requires to disable AP first. Barbados AP shows the same when change but on GUI, Barbados will pop up the same error while 1542 or 1700 doesn't but silently change the country code(please watch attached video Barvs1542_04032018.mov).
