Cisco Bug: CSCvi82147 - Failed to set Country Codes when WLC has redundant country codes CA2, KR, PH2, US2, USL, USX

Description (partial)

Symptom:
You cannot modify (delete/add) any supported country code on WLC running 8.3 or later release.
You will see "Failed to set Country Codes" popup window when you issued "Apply" button on Country page in Wireless menu.

Conditions:
This happens only if you already had old redundant country codes such as CA2, KR, PH2, US2, USL, and USX on the box which was running legacy release older than 8.0MR1.
When you upgraded the old WLC, say 7.4.121.0, to newer release, say 8.3.112.0, these obsoleted redundant country codes still persist in the configuration file. 
However these country codes became unsupported status due to design change in 8.0MR1.
