Description (partial)

Symptom:
CDR files obtained from the ondemand CDR directory ( /tomcat/logs/car/carreports/reports/ondemand/temp ) may turn up blank during some specific hours of the day.

This happens because the "Export CDR/CMR" option under CDR tab of CDR Analysis and Reporting page uses time in UTC, whereas, an external request (suppose QM server) might be for another local timezone. 

Note: The calls might be present in the original CDR files seen in Call Manager, CDR Agent and CDR Repository Manager logs, but the ondemand directory pushes out blank files.

Conditions:
Request from a 3rd party application for CDR ondemand directory comes in for any other time zone other than UTC, when the local time is ahead of UTC. Thus the ondemand CDR files generated on CUCM are empty, because the system is not aware of that time yet.
