Description (partial)

Symptom:
By default the BIOS setting for "Energy Performance"  may get configured as "Balanced-Performance" for UCSM managed HX servers, Processor C States are "enabled", and CPU Performance is not set to "hpc".

This may cause some performance slow down when there is no BIOS policy in service profile

Conditions:
The server platform is HX220, HX240, HXAF220, or HXAF240
There is no BIOS policy in service profile which configures the specific BIOS settings "Energy Performance" to "Performance", Processor C States are "enabled", and CPU Performance is not set to "hpc".
