Description (partial)

Symptom:
The NMR TTL's in LISP has two variations 

1) TTL value of 15 mins when an EID is not present in the registrations or the EID record configs
2) TTL value of 1 min when an EID registration is not present but the EID rercord config has the subnet information

Now below happens; 

when map server is configured with below EID record of 0.0.0.0/0 ,

The NMR TTL calculation takes into account the 0.0.0.0/0 entry and send back an NMR always with TTL of 1 mins.

Conditions:
when map server is configured with below EID record of 0.0.0.0/0 ,

The NMR TTL calculation takes into account the 0.0.0.0/0 entry and always send back an NMR always with TTL of 1 mins even if the EID is not registered and also that subnet is not aprt of eid-record config.
