Description (partial)

Down/disabled FC interfaces on the Fabric interconnect are showcasing fluctuating traffic rate along with incrementing 'errors/unknown class/too short' counters.

- We see that the packet rate on the down/disables FC interfaces fluctuates between 0 & 18325193792 bits/sec.
- The same rate is seen on both Rx & Tx at the same time on the interface and this is not expected.
- Furthermore we see there are specific counters like the 'errors', 'unknown class' & 'too short' showcasing huge values.
