Symptom:
ccmadmin/vendorConfigHelp not working

Conditions:
1)Login to CCMAdmin.
2)Access the path Advanced Features->Fallback->Fallback Feature configuration
3)Click on ? mark link present in Fallback Feature Configuration page as part of Fallback parameters section

The above operation results in blank page getting displayed.
