Description (partial)

Symptom:
Queuing drops are seen with fully Loaded  9400 platform switch with 10 slot chassis. Issue is seen during OIR of Active SUP. QoS Module will report Soft Buffer Drops (SBufDrop) during the failure. Issue is specific to  ports  under 7th slot LC module. Traffic on all other ports works fine.

Conditions:
Issue is seen, with OIR(Removal alone) of Active SUP under Traffic conditions. 
Issue will  get fixed if SUP is re-inserted back and traffic resume.
Issue is visible only with higher packet size, beyond 1500 Bytes, at line rate through all ports.
Traffic range 64- 1500 works fine during the OIR.
