Description (partial)

Symptom:
The following POST URLs, invoked during the initial page load while navigating to the Demand Management module, are being blocked by IIS (in a customer's environment) due to the presence of the unsafe ampersand (&) character. IIS configuration is, therefore, preventing the page from loading. The character needs to be replaced with a safer character:

1. /RequestCenter/portal/Account&Demand Management&0?portletsonly=true
2. /RequestCenter/portal/Agreement&Demand Management&0?portletsonly=true
3. /RequestCenter/portal/Billing Rates&Demand Management&0?portletsonly=true
