Description (partial)

Symptom:
In current IOS/IOS-XE implementation if we receive a packet from an unknown IP address and it is valid in terms of integrity protection, the router will reply to such a packet and use as a destination the IP address from IKE or IPSec SA. Such a behavior may end up in a situation where an SA will never establish or it will introduce asymmetrical traffic flow.

Conditions:
The address of the received ESP/IKE traffic is different compared to the initial IKE/IPSec SA, for example due to NAT changing on the transit network.
