Description (partial)

Symptom:
No Rogue AP is detected when using a 3600 or 3700 Series AP that has the RM-3000 module. 

If the RM-3000 module is removed, the 3600 AP can do normal Rogue AP detection. 
Other AP models can also do Rogue AP detection as expected.

Conditions:
WLC with 8.2.150.X or later with a 3600/3700 AP + RM-3000 Module on local mode.

Rogue detection is done correctly on AP without the RM-3000 module and with other AP models.
