Description (partial)

Symptom:
Going to PnP App > Settings > Smart Account throws the following error: "Failed to get network info: Unable to connect to any server: [https://169.254.0.1:14141]" and trying to register with a Smart Account throws: "Authentication failed: Unable to connect to any server: [ https://169.254.0.1:14141 ]"

Conditions:
Configure APIC-EM's minimum TLS version to 1.1 or 1.2
