Description (partial)

Symptom:
After router reload, at times it is seen that traffic doesn't redirect as expected when redirect to nexthop action is configured. The traffic is forwarded through normal routing.
Post this, when a "no flowspec" is attempted pbr ea crash is observed.

Conditions:
The crash is observed only post a traffic loss. Having tunnel configuration with flowspec enabled and redirect redirect to nexthop in flowspec policy is a possible scenario to end up in this state.
