Description (partial)

Symptom:
Small bitrate overshoots or dropped frames at the output at the splice point

Conditions:
Ad insertion enabled on the output board and the flag to splice in a Statmux pool is enabled. Splice back to main feed. The HRD or VBV buffer level difference between both streams is greater than 1.4s or the main channel contains large GOPs.
