Description (partial)

Symptom:
When AES128 chosen as privacy type in SNMPv3 crdentials, device provisioning fails:

"CREDENTIAL_UPDATE_SNMP:FAILURE:Unable to push CLI ' snmp-server user dnac dnac v3 auth SHA C!sc0123 priv AES128 C!sc0123' to device 172.16.0.1 using protocol ssh2[Name(dnac)]"

Conditions:
- DNAC 1.1.3
- IOS-XE 16.6.3
- SNMPv3 credentials with AES128 as privacy type.
