Description (partial)

Symptom:
Traffic over SR/SRTE may be dropped following a RP failover as the tunnels stay down due to SRLB label allocation issue
- See an ios message indicating failure to allocate the SRLB range AFTER failover

Conditions:
- During PXE boot, the order of applying configs leads to a conflict in the label tables of LSD active and standby
- Issue will only be noticed on HA (RPFO)
- After RPFO, the SRLB range that was in use on the active will now be conflicted (an ios message to that effect will be shown)
- To rectify the problem, run 'clear segment-routing local-block discrepancy all'

- This is observed in IOS XR release 6.3.2
- Platform independent, can occur in releases 631, 632 and 641
