Description (partial)

One extra flap in remote end (Remote end link status will come up, down and up), when committing no shut configuration on the local end.

The issue happens only with CVR-QSFP-SFP-10G adapter + SFP-1G optics present in the port.

When bringing up the link by configuring no-shut interface command on both local and remote, remote end link flaps.
