Description (partial)

Symptom:
FC-MAC defect causes the following behavior on 6332-16UP 3GFI.
 
Bring up of fc 1/3 will impact 1/4 if it's already UP
Bring up of fc 1/4 will impact 1/7 if it's already UP
Bring up of fc 1/10 will impact 1/11 if it's already UP

In other words, flapping fc1/3 while fc1/4 already UP, will cause fc1/4 to flap "re-initialize"

Conditions:
FI running 3.2.1x and 3.2.2x releases. Prior releases are NOT impacted.
